Apparently some eye surgeons informally call this the Blade Runner effect (eyes are, of course, a theme in the movie). Anyway, I was just reminded of this and of how lucky I am to retain most of my vision :)

I have an ocular implant to replace the lens in both of my eyes (I would be blind otherwise). That’s not cybernetic, but sometimes in the right lighting people notice a slight glimmer in my eyes caused by the implants being much more reflective than the natural lens.

I’m not sure, but I think some of the messaging has revolved around people with tattoos being targeted by ICE, so maybe the OP was referring to that? That’s how I interpreted this at first, but of course you’re right about tattoos.
