Internet controlled lock sounds like a terrible idea. The padlock solution in the comment above sounds much easier, secure and less expensive.

I think the real problem is with Intel selling chips that fry themselves due to poorly made firmware. Your CPU is could be crippled and not just for those specific games. Use a diagnostic tool to test it, and if there are issues, use it as evidence to get a replacement. Good luck.

I don't know if what steam does is worth 30% especially because one might not need or want all of the services steam offers but I think they do a lot for devs. More than any other platform anyway. I'm more upset about them getting an entire generation of children addicted to gambling.
