Compare universities to the military. The military doesn't make money, only ever losses, yet it gets funded by the government every year. Because we think national defense is a public good, it's not a business. That's how universities should be seen.

I was referring specifically to US citizens. Immigrants and others have a passport which establishes both identity and citizenship as far as the US is concerned.

What law enforcement "must" do depends entirely on the willingness of sovereign authority to follow and enforce the rules we created to bind it. No one else can enforce the rules.

Because law enforcement is an executive branch function with an authority that flows, at the end of the day, from the president. They claim some authority, and no higher authority is going to contradict them or punish them for breaking (what once was?) the law.
