that's seemingly WebKit 4(?). doesn't really matter since it doesn't correctly encode <form type=text/plain> anyway (this looks like form-urlencoded but with Content-Type: text/plain) /and/ the browser errors with a modal if you try to download anything except like PDF/TXT/MOBI/AZW3, but
