Totally get why this raises concerns. What’s happening looks to be Cyprus outsourcing visa intake (appointments, biometrics, paperwork) to BLS — a common admin practice. Decisions and security checks still sit with Cyprus, and Cyprus visas aren’t Schengen. Worth scrutinising though.
