For free you can use a pngtuber in picrew there are some that let you use the creations por commercial purposes (must choose one of those), make one with the mouth open and other thats the same but with the mouth closed. You can use many programs and ways to make it work, veadotube, discord reactive

Ahora si es modelo 2D primero tu rigger tendría que hacer el movimiento de brazos y como rigger te puedo decir: no gracias. Pedir poses específicas ea mucho más recomendable, si quieres tener ese tracking, es mejor en 3D (tipo, te saldría carísimo en 2D, porque es DEMASIADO trabajo)
