Canadian here so my understanding of the US system could be wrong, but... didn't homeland security and ICE and all those lovely departments get a FUCK TON of money allocated to them recently? Is the military even needed if the gestapo has trillions of $$$ to play domestic war games?

Weird that it would just be sitting there. Not like he could pop a pill without being noticed while rambling at the podium. But it's definitely a legit Getty pic, easily verified on their site.
