What is being accomplished with this? What is being saved or efficiency created? I ask sincerely as this seems to be a move easily interpreted as negative by the public.

Because they are hoping it will be harder to find them when the trials at the Haigh begin for international crimes against humanity. Following illegal orders is a crime. Lots of Nazis were hung for it.

Exactly - it is a technique cults use when the pressure of control gets too tight and the followers get uncomfortable - make the followers ashamed of those feelings and the followers will silently obey.
