My mistake, I read that as an intended consequence of using 1983, rather than as a separate change to the law. I’d also prohibit indemnification for defendants found liable, which most municipalities offer to law enforcement.

State prosecutors have immunity (often absolute) under s. 1983, so applying 1983 to feds doesn’t solve the problem, does it?
