It's likely TeleMessage, which is a signal fork by an Israeli company that allows for messages to be sent to a backup server allowing for compliance with US information archive regulations. Wikipedia says they suspended their services after a hack early last year, but who knows

Some girl that took time out of her day to talk with me about things I didn't feel like I could talk to anyone about. I've been able to open up with more people since then, but you were a catalyst for that and I'll forever be grateful <3
