Municipal control over the budget is an extremely important part of that, and reducing funding in response to bad behavior is one possible (punitive) lever. But you need other approaches too.

I understand the pessimism, but don’t think it’s a problem that can be avoided. We’re stuck with police forces as the least-bad option for law enforcement, so creating and enforcing a healthy social contract between cops and the people they’re supposed to serve is unavoidable.

I mean I get where you’re coming from, but this would suggest that enforcing civilian control over police forces is way more important than fiddling with their budgets.

That seems like an unfair characterization of the position the mods are in, they have to decide whether/how to use stuff that was posted outside of Bluesky in moderation decisions. Which is probably necessary in some circumstances but is a huge can of worms.
