I try to start with a story reason and then find the mechanics that fit the story.

Unless I’m the GM, and then I build the NPCs to fit my party’s strengths as much as possible, while targeting one or two gaps in their skill set so that they have to innovate a solution in the moment.

Even people who like winter are complaining about the-13 wind chill.
