How is a rule like this not already in place? I have to deal with similar rules in both government and commercial contracts, so why in the world wouldn’t people in the White House?

Anyone who has built a complex organization knows this. Unfortunately, when you get constantly bailed out as a BS artist you don’t (as evidenced by our current administration)
