Im sorry to say, this *is* chrome. And this is reproducable in quite a few other PDF files. I think you added some sort a block in the original file and it for some reason has "highest layer priority"?
I dont really know how exactly pdfs work, but this is what I could understand.

Im back with another issue, adding an image to your Character Sheet PDF produces this. none of my friends know how to fix this and no PDF file lets me remove that strange block there without forking over 50+ dollars.
