For reference, I lent him £20 as a one time thing shortly after he moved in across the hall because he had ran out of food and I like to look out for my neighbours.
I asked him to stop via message and in person and at one point gave him a stern talking-to and he did stop for a while.

Since it's become such an amusing part of my life, I'm starting a thread of every time my neighbour texts me to ask me for money or items. This is the only thing he gets in touch with me for. Here is a few from the last few months. I have asked him to stop many times, so now I just make fun of him.
