NHS league tables are back. But are they really the right tool to drive improvement, or a blunt instrument that risks misleading the public and demoralising staff?

Our chief executive @confedmatt.bsky.social told the BBC that new NHS league tables will help the public understand how the money invested in the NHS translates into performance, but the devil will be in the details.

Its recommendations include:

• Developing a framework that sets the parameters for systems and trusts to develop their own PPP models;
• The Treasury should devise a process to ensure trusts have a suitable method for requesting building changes should the original investor sell their stake.
nhsconfed.org
This is not about resurrecting the old PFI model, but building a new model fit for the future learning the lessons from our own experiences and abroad.

While there are justified criticisms of PFI, the report shows that we can learn the lessons and reap the benefits.
nhsconfed.org
It identifies seven public-private partnerships (PPPs) models used successfully in different countries which could be rolled out in England to increase capital investment.

Without more investment the NHS will not be able to deliver the government’s promise to cut waiting times.
nhsconfed.org
Today we have published a new report highlighting how private investment models from the around the world could be used in England to inject vital cash into the NHS for new infrastructure and 21st century healthcare facilities.

4/5 We propose four tests for the league tables before they are published.

• Do they provide an accurate account of organisational performance?
• Do they measure issues that matter most to the public?
• Is it clear what they do and do not show?
• Has the risk of perverse incentives been mitigated?
nhsconfed.org
3/5 League tables can encourage healthy competition, increase local accountability and sharpen the focus of trust leaders on national priorities.

But if not carefully designed and implemented, they risk causing confusion and unintended harm.
