Of course it would have been an opt-in solution. The infrastructure would have to be built to support it and standardize around it. It could have been worked out. Besides, the DNA wouldn’t be the identity. It would only be the source for the certificates. The DNA itself would never be exposed.

They have the DNA. They can issue password protected certificates to everyone and we can use those certificates for identity verification. Multiple certificates can be issued for various personas to maintain privacy. Govt and finance can use them to protect against identity theft.

They should have become a biometric identity service. DNA is the going to be an important factor in identity at some point since we are already well beyond the point of having to prove we’re human, and we’ll need to prove we are who we say we are. A secure DNA identity service is already needed.
