Overly officious, letter -of-the-law referee had several outs (moving the ball forward, ball still moving), but couldn’t wait to show the red.

On top of that, Rice’s foul happened several yards behind where the “attempted quick restart” took place. Referees stop quick restarts all the time when a player moves the ball forward. If Rice was not standing there, I could see Taylor forbidding the restart for that reason.
