Cite what? Try it on your set. If it looks better keep it on. If it doesn’t and you prefer it off turn it off. This isn’t fucking rocket science. There is an issue with some 60hz screens when displaying 24 fps content that leads to micro-stutters (“judder”) and that is when it will help.

Exactly what @guywithahammer said. Generally the lowest setting does not make it look like a soap opera and if you get an unusual frame rate (and even 24 for some 60hz screens) it may smooth out any judder caused by the mismatch.

Also set it to the lowest setting not to the off setting.
