Why not appoint some cooks and support workers. Maybe even work with local pubs to create a new income stream via their chefs and cooks in the early mornings

You've missed the point. Service levels need to meet the level of tax we pay, and no other country is paying 500k for a two bed flat, the energy prices we have, water costs etc etc...
Looking at simple level of tax charged between countries is a complete red herring.
