I'm not sure about that. You can set the TTS language in Settings > Voice Assistants > “Your Assist name” (my.home-assistant.io/redirect/voi...). But I can't find Scottish in the list.

Nabu Casa only provides the encrypted remote connection for Home Assistant. HA itself remains local (and can still be accessed locally).
If you mean whether you can disable the remote connection and still use backup & voice: I assume that this should work (there's a free trial to test this)
