Yes, it is different because a body part is attached to you and always moves with you, but a tool is not part of you so it needs to be manipulated. Using your body in a new way isn't like using a tool. But I agree that tool use is related to the use of one's own body.

As a kid, I rode the DLR to my grandma's in London and loved standing at the front of the train, where the driver wasn't. I'm sure someone was monitoring from afar. But either way, the liability was, obviously, on Transport for London.

I've never understood this question. You sue the company, obviously. The same as with anything else that could hurt you. We've had autonomous trains for decades now, and no one is confused about their liability.

I am trying to point out that it is unpleasant to get replies where someone misreads what you're saying and argues with you.

Correct, you wouldn't be. If someone wanted to research perceptions of social programs and who people think that they help, they might ask. It's an interesting topic, since so many people agree with you and that reduces support for social programs.

Some scholars are talking about studying the effects of social programs on crime, especially programs that aren't directly focused on crime and criminals. Programs that are good for everyone. Measuring whether they prevent people from committing crimes. The opposite of what you're implying.
