Honestly, telling someone they have a nice piece of clothing, jewelry, or hair goes a long way. Holding a door open for someone is also a small act that can bring joy to another. It's snowing where I live, so I'd also add clearing a sidewalk and/or driveway for a neighbor would be very kind.
