Blocking external apps doesn't prevent users from using them, sharing individual messages or user profiles with the app, or receiving command output from them. It only prevents that command output from being posted visibly in the channel/server.

For example:
Two messages from "ShadowBot" demonstrating what the post says, both in response to Nixill using commands. The first is one of Discord's timestamp message codes that just says 15:00, only visible to the user taking the screenshot, with the user not allowed to use external apps. The second is an embed that reflects the start of a message's text and the IDs and creation timestamps of that message, its author, and the channel it's in. I've modified it below to show the time the tweet was posted and the time of Carter's death. The line can be represented as the number of people for whom it's Monday at the given time.
