His concept of law is such that as long as he does it, it's OK. He's the crime boss, like the Mafia in Italy, who took over the government at one point. It's easier to be the government than it is to fight it. Sooner or later, the actual law catches up with you. (article is old, but pertinent).

Someone needs to put this mofo in a care facility (Contact a specialist). His dementia anger is showing on personal attacks like this, but he is also making attacks and threats to entire nations. He again threatened Mexico. He's dangerous and needs treatment, not power.
