Actually looks like it was just light dp, so that just doesn't hit in front after the initial grounded hitbox.
M/H might have worked but that chun should have been parrying there anyways.

Problem wasn't active frames coming out late, it was the late active frames hitting only directly above him and front hitting active frames ending too early. I can't recognize strength on sight anymore, but light doesn't have this knee hitbox, and it's only there while rising on m/h/ex frames ~9-12.
