These actions violate the spirit behind ICE’s own 2022 directive, Policy 10093.1, which prohibits “improperly or unnecessarily imping[ing] on the news gathering activities of members of the news media” engaged in lawful newsgathering, and its explicit policy against unreasonable use of force.
