I think that many of the penalties under the Hatch Act are civil in nature as compared to criminal. Not certain the limits of the presidential pardon power.

Someone pointed out that many/most/all penalties under the Hatch Act are civil in nature (as opposed to criminal). I am not certain that a President can pardon those.
