Legitimacy is determined by sovereign democratic action and international recognition, but I wouldn’t place China or Russia on the same moral mountain as us.
Who determines legitimacy? After all, Russia doesn't think Ukraine is legitimate, and China doesn't think Taiwan is. Hell, Trump and much of the right didn't think Biden was legitimately elected.

The imagery of the “Noble Sauvage” is much more complex than just derogatory in this instance, the Declaration’s language isn’t aimed at Native peoples as much as it’s using the cultural fear of frontier bloodshed to levy against the British Crown.
