The UK as a whole voted for Brexit and probably regrets it. Unfortunately, the Tories were in power then. We now have a Socialist government trying to repair the damage.

Thanks for posting the welfare trend as % of GDP. But you can't exclude pensions from welfare payments since it amounts to about 50% of the overall spend.
