Definitely not, needs at least five times that length of root. Just fill the pot with roots then sprinkle some aroid mix on em.

I wait until my starts in water have around 4 inch long roots, but it really isn't a hard and fast rule. Any longer root growth will be a-okay and I've had success when they've barely had any roots (but less success 😭)

Repot if you want it to grow, leave it like that if you like to ser the roots. I would trim them back (and possibly trim off some foliage) so it doesn't outgrow the container, if purely for display.
