With the extra costs involved in commuting, the public sector unions will be more adamant about wage increases

Very different systems
e.g. While above ground, Ion uses what were existing rail corridors for much of its length - on those bits, if Ion has to cross a street, it uses gated crossings.
Toronto has systematically gotten rid of almost all of those.
