Application filed to build massive natural gas-fired power plant southwest of Fort Worth On Sept. 19, Houston-based energy company NRG applied to the Texas Commission on Environmental Quality for an air permit that would allow the construction of its proposed NRG Tolar Power Center, a new gas-fired power plant with about 2 gigawatts of generating capacity. The plant could be capable of generating roughly the same pollution as a coal-fired power plant or more than 850,000 gasoline-powered cars and trucks driven for one year.

Companies plan 111 miles of new natural gas pipeline across central Mississippi Two companies owned by New York-based conglomerate Loews Corporation are planning to extend new natural gas pipelines across central Mississippi. Gulf South Pipeline Company and Texas Gas Transmission applied with the Federal Energy Regulatory Commission (FERC) on Sept. 12 to build the Kosciusko Junction Pipeline and Columbia Gulf Lateral. The project consists of 102 miles of new 36-inch pipe from Attala County to Clarke County, along with a separate 8 miles of new 36-inch pipe in Humphreys and Sunflower counties.

California lawmakers recently passed a package of energy and climate legislation, including a bill that allows oil-rich Kern County, north of Los Angeles, to issue 2,000 new drilling permits a year without further environmental review.

On Sept. 8, Entergy Louisiana submitted an initial air construction permit and operating permit application to the Louisiana Department of Environmental Quality for its proposed Waterford Advanced Power Station in St. Charles Parish, approximately 20 miles west of New Orleans. The permits would authorize the construction of two new, natural-gas fired, combined cycle combustion turbines, each with a capacity of 750 MW.

The rupture on a Kinder Morgan pipeline shortly before 1 a.m. was within about 40 feet of train cars carrying hazardous materials, local emergency officials told the Associated Press. The flames blackened the train cars but did not ignite their contents.

Louisiana approves state’s first carbon storage well On Sept. 5, the Louisiana Department of Energy and Natural Resources issued a permit for Hackberry Carbon Sequestration, a subsidiary of Sempra Energy, to operate a well in Cameron Parish capable of injecting up to 2 million metric tons of CO2 per year for 20 years. The CO2 will come from Cameron LNG, also owned by Sempra.

EPA approves air permit for oil export terminal off Texas coast On Sept. 14, the EPA issued a Clean Air Act permit for the Texas GulfLink deepwater port, a facility offshore from Freeport, Texas, that will be capable of loading “very large crude carriers,” one of the largest classes of oil tankers used in international shipping. If built, GulfLink would have the capacity to export 1 million barrels per day and would be supplied by a nearly 33-mile pipeline.

After years of debate, escalating costs, and public opposition that played a significant role in local elections, the council voted Sept. 3 to avoid paying an additional $50 million to move forward on a design contract, according to Inside Climate News.
