i think the biggest push back is that the demand prediction tool on the FDP offers forecasts 1-2 week ahead, while rotas are usually prepared 6+ weeks in advance.

This absolutely will not fix the vendor-lock in that this project is risking, but we have to start somewhere.
In practice the FDP is not meaningfully federated & the CDM is not meaningfully owned by the NHS, until we can demonstrate how to use it elsewhere.
