It's easy in PF2e. Follow the monster building and encounter building rules and it should be balanced every time. And you can use tools like monster.pf2.tools and builder.pf2easy.com to do most of the heavy lifting for you

It's also great that when your team-mates inevitably walk into the area of effect, you can turn it into a single-target spell
