Except members-elect of the House cannot elect a temporary Speaker because they cannot vote/elect until they are sworn in. And the rules bar a temporary Speaker from swearing in the members-elect unless they consent, by voting !

The alcohol is just one layer of concern, and could be a way of self-medicating underlying conditions. All should be disqualifying.
