It's a bit weird that Vesperie's activated ability neither exile as a cost or target the card, but is not like it wouldn't work.
The design isn't bad, but there are many typos (like the first card being referred first as "Rule" and then as "Rune") and some abilities don't use the proper format.

Usually permanents that can be tapped to untap a permanent can only untap other permanents to avoid two card combos.
For example, you can mill yourself with this and Mesmeric Orb.
If this was a merfolk, it would also combo with Judge of Currents.

"Summoning sickness" isn't something that a permanent can have, is the surname of a rule.
You can say "This permanent is affected by the summoning sickness rule as though it was a creature".

Permanents usually don't untap in the upkeep anyway, they untap in the untap step.

Drake's last ability is probably missing an "until end of turn" (unless you want the effect to last indefinitely).
With Rapture Queen you made a mix between a triggered ability and a static ability with a replacement effect. Also the creature is broken.

When a name has a comma, it looks odd in the rules text, so I suggest shortening it to simply "Siffrin". It's common practice to shorten the names of legendary creatures in their rules text for this very reason.

The deadline is exactly two weeks from this post, after that our committee will evaluate the cards.
The main criterion will be how interesting we think is to build a deck around it, but we will also take into account other details like whether the card is well balanced.
