I have definitely seen these things on roads and sidewalks in Ontario - 50km range at up to 30km/hr, CAD$7,500 - illegal in bike lanes

That's not a car, it's an electric golf cart (different laws apply) and a class of vehicle normally called a "boomer buggy"
