At Overton, we work with a lot of policy citation data.

Along the way, we’ve noticed some interesting patterns about the type of research that gets cited in policy.

Check out the video below to hear what our very own founder and director @mrstew.bsky.social has to say about those patterns!

What is a policy citation? And how can you use them?

In our latest article, we unpack what counts as a policy citation, how to find them and why you should be tracking them (especially if you’re a researcher).

Why do we use policy citations in academia?

Tracking policy citations is a relatively new concept with broad applicability to research.

Check out the video below to hear what librarian Rachel Miles had to say about this at our webinar with @amlibraryassoc.bsky.social back in August!

The full report - which will be published later this year - will share detailed recommendations for publishers, researchers, and institutions.

But for now, we've shared some headline findings in a guest post on The Scholarly Kitchen's blog: scholarlykitchen.sspnet.org/2025/09/26/g...
Guest Post – From Publications to Policy: How Research Is Driving Progress on the SDGs - The Scholarly Kitchen
Today's guest bloggers share analysis on the relationship between impact and policy during Global Goals Week 2025.

As Global Goals Week draws to a close, we're asking: how is scholarly research actually shaping real-world action on the SDGs?

Springer Nature and Overton are tackling this very question.

In a new collaborative analysis, our teams explore how evidence flows from research into policy on SDGs.
overton.io
We remain committed to driving the use of good evidence in policymaking so that, together, we can make real progress toward these shared global goals that touch all of our daily lives.

It’s also a timely reminder that strengthening the relationship between the scholarly and policymaking worlds is more important than ever — and that policy engagement efforts by academics have a key role to play.

It’s a sobering picture, but not a hopeless one.

The article highlights clear wins in health, education, energy, and digital access, showing that coordinated action can deliver results.

According to the World Economic Forum, we’ve still got a way to go.

In an article published in early September 2025, they found:

- Only 18% of SDGs are on track to be completed by 2030
- Close to 20% are actually regressing
- Nearly half are moving too slowly

10 years ago, the UN’s 17 Sustainable Development Goals were created and adopted by all United Nations Member States.

10 years on, progress has been made - but where are we now?

This filter provides a more detailed picture of how research is being used in practice to drive real policy change and advance the targets of each SDG.

App update: improving how we track policy progress towards achieving SDGs
In this blog we explain how we've improved the SDG filter on Overton, to help our users better understand the impact they're having in priority areas.

Our new SDG classifier links SDGs to the policy documents actually using the research, rather than the research paper itself.

It allows you to refine results by SDG category, so you can see policy documents related to a specific SDG and even the specific targets within each goal.
overton.io
In our view, the SDGs are a policy initiative rather than a research one.

The goals relate to the application of research rather than research itself.

A research paper’s SDG classification is even more relevant when something is being done with it.

Enter, the Overton Index SDG classifier.
