Security through obscurity is not secure in any way, it's obfuscation.
That said, the discussion paper talks about all manner of global leadership initiatives and the strengthening of the ICT community, none of which is evident anywhere I've seen.

The government also wants to be the leader in Cyber security technology development and a global leader in ICT, but aside from writing a position statement on it doesn't appear to have done anything substantive.

The bit I can't get my head around is that Pauline "Please Explain" Hanson came up with this stunt all by herself.
What of her "colleagues" who are acting outside the protection of parliamentary privilege are potentially in breach of all manner of discrimination laws.
Will anyone go after them?
