Perfect example of a ref “managing” a game. Oil were playing a clean game & had 3 consecutive PP’s. Ref wants to even it up & calls a bad penalty against Elkholm that swings the game. Realizing his bad call, doesn’t want to ruin it more and swallows his whistle, ironically ruining the game more.
