Handler Walter (AC6): surprisingly no. she seems to view 621 as another tool to be used up, rather than a weapon to be taken care of. 621's only working for her for money. a good handler would put at least SOME investment into coercing and manipulating a pilot. walter doesn't.

Thrawn: mmmaybe? she has the right amount of intimidating aloofness, and could EASILY re-focus her art expertise into the realm of psychology, but i think she's a strategist at heart. i'm imagining her as a "head handler" so to speak, relaying her moves in the game of war to subordinate handlers.
