My original comment was about the need to consider whatever ramifications of ordering the NYC police to do something ‘provocative’ re: what the federal government might do, etc.
And instead of engaging with that, you are saying… what, exactly?

These habits make sense in losing circumstances because they help to mitigate it, but they also will make it harder to ever escape the circumstances, or make them more likely to recur if the habits are not cast off.

There is another reason poor people will tend to spend money instantly. They might have it taken away from them in various ways and there is never (or rarely) enough to pay all the obligations, also other people may ask for help

Did you hear of the ‘90s business book called ‘Who Moved My Cheese?’ somewhat about this?
Unfortunately it seems it was not very self aware of the real issues and was some sort of maze-based Pilgrim’s Progress
