I assume when (sane) people make the hard distinction between equality of opportunity and outcome, their considered "scope" is the individual level only.

Equality of opportunity on the individual level should lead to equality of outcome between groups/cohorts of people. But the outcomes within each group can (and should) be different if we want to reward skill.
