The reporting obligation remains in the CBR today (laws-lois.justice.gc.ca/eng/acts/c-1...). No other bill is known to have triggered a section 3 report. 4/4

The Minister's advice was heeded and the Bill amended by the House (and further amended by the Senate) to resolve the Minister's concern that "subsection 10(1.2) could deprive persons of the right to a fair hearing in accordance with the principles of fundamental justice". It was enacted as amended.
Feeds Act amendment:

Bill S-10, Minister of Agriculture. Received from Senate, 353. 1st R, 355. 2nd R agreed to, referred to Agriculture Committee, 815. It's the only bill for which the Minister of Justice is known to have issued a report under section 3 of the Canadian Bill of Rights. That section requires the Minister to report CBR "inconsistency to the House of Commons at the first convenient opportunity" /2

On this day in Canadian parliamentary history is for the law nerds in particular. On this day in 1974 we see the introduction of Bill S-10, An Act to amend the Feeds Act. It has a unique place in parliamentary legal history... 1/4

NEW YORK YANKEES—POOR SINGING, POOR PLAYING, POOR GEORGE

Mr. Barry Turner (Ottawa-Carleton): Mr. Speaker, I address an open letter to Mr. George Steinbrenner, owner of the New York Yankees:

Dear George,

I, too, am proud of the longest undefended border in the world and I consider the U.S. our greatest friend and ally, even when it comes to baseball. But as the eyes of the sporting world focused on our remarkable Toronto Blue Jays, especially during the recent four game series in New York, I became quite angry with our friends in the Big Apple.

As I tuned into the game last Saturday night along with hundreds of thousands of other Canadians, I heard the words and the music of our national anthem being butchered by some misguided singer. Strike one, George!

That didn't bother me too seriously since many Canadians don't know our anthem either, but last Sunday, before a live national TV audience, a different singer finished off the wound from Saturday night with the coup de grâce. He blew it as well. Strike two, George!

We have a great marketing job to do and will have that chance during the upcoming World Series. You can butcher our anthem, but you can't beat our Blue Jays. Go get 'em, Bobby Cox.

Love,
Barry

Seeing many comments on the new Supreme Court of Canada judicial attire... I'm thinking there's fodder for a limited series podcast! Possible titles: The Robing Room, Bench Pressed, Amicus couture, Burden of Prada... others?

Not to tell anyone how to run parliamentary business during playoff season, but Canadian senators did once suggest modifying the schedule to accommodate broadcasts ⚾🇨🇦
WORLD SERIES
RADIO BROADCASTS

On the Orders of the Day:
Hon. W. M. Aseltine: Honourable senators, before the Orders of the Day are called, I should like to draw the attention of the honourable leader of the government to the fact that the World Series baseball games are now in progress, and that they are being broadcast over the air each afternoon. Many of us who follow these games throughout the season would like to hear these broadcasts, and I would therefore suggest that future sittings of the Senate be called for 4 o’clock in the afternoon instead of 3 o’clock. We would be glad to sit an hour later, in order to make that arrangement possible.

Some Hon. Senators: Oh, oh.

Hon. Mr. Euler: Are the games over by 4 o’clock?

Hon. Mr. Leger: Let us amend the rules.

Hon. Mr. Robertson: The best I can say in answer to my friend is that I will take the matter under consideration.

Some Hon. Senators: Oh, oh.

Hon. Mr. Haig: That means it is a dead issue.

Working on my parliament book has been a real trip. Once upon a time, CBC aired a program depicting an MP having an affair with another MP's secretary. There was a complaint in the House of Commons about the unrealistic depiction... of just how long it takes for a taxi to arrive in Ottawa...
PRIVILEGE

MR. OBERLE—CBC PROGRAM, “UP CANADA”

Mr. F. Oberle (Prince George-Peace River): Mr. Speaker, on January 8, 1974, the night before last, the government subsidized national television network aired a program called “Up Canada”, a portion of which was dedicated to a soap opera called “One Honourable Member”. It may be coincidental that this program was followed immediately by a program called, “Some Honourable Members”. I, and I am sure most hon. members, appreciate the media’s recognition of our presence here in Ottawa, but we must object to the use of the national network in creating a false impression about our activities here.

The scene in the opera showed one hon. member from the west coast, whose name and address were almost identical with those of one of my colleagues, in bed with another member’s secretary. The male actor was clad only in a blanket with which he protected his vitals, and the female was devoid of any clothing apart from false eyelashes and fingernails.

An argument ensued in bed over the arrival of the member’s wife from the west coast. The girl decided to “split the sheets” and she called a taxi which was to arrive in five minutes. As it happened, the taxi was on the spot almost immediately.

I would expect, Mr. Speaker, that the minister responsible for financing the corporation would make every effort to stop the continuation of this exhilarating cultural experience so that we do not create the impression in Canada that any member or his secretary can call a taxi in Ottawa and expect to have it arrive in less than half an hour.

Some hon. Members: Hear, hear!

October 3rd is #MeanGirlsDay so we go now live to Australian Senate Hansard...
SENATE Tuesday, 20 June 2023

That the Senate take note of the answer given by the Minister for Finance (Senator Gallagher) to a question without notice asked by Senator McGrath today relating to inflation.

I realise that, when those opposite came in from opposition to government, it was a bit like when Cady Heron had to come out of homeschooling and move into a high school environment, to then learn that 'on Wednesdays, we wear pink', but to sit there and say that it was immaterial, was the commentary made by the Reserve Bank, when it comes to interest rate rises—I mean, it's like trying to make 'fetch' happen. What they're actually saying is that you have your foot on the accelerator at the same time as the Reserve Bank is trying to put its foot on the brake. What you are doing with your increased spending is putting increased pressure on the Reserve Bank and its levers when it comes to increasing interest rates, which affect the third of Australian people who are mortgage holders. Not only do those mortgage rates impact our homeowners—middle Australians trying to pay off their homes every day—but they're also putting increased pressures on our renters and on our small businesses, as their interest rates continue to climb

Yom Kippur begins tonight. If you observe, have an easy fast and don't forget to ask your colleagues to move your legislative amendments in advance!

(House of Commons Debates, 24th Parliament, 4th Session, Vol. 8, 19 September 1961, p 8585).
In this day of Yom Kippur, when the Jewish religion imposes severe fasting upon its adepts, to expiate their sins, I have agreed to stand in for the hon. member for Cartier (Mr. Crestohl) who is unavoidably absent, and I move in his name the following amendment:

(Text): That the following proposed amendment be approved by adding to section 61, subsection 1, the following subsection, to be known as (b) immediately after subsection (a), to read as follows:

Getting very excited for the @psa-parliaments.bsky.social conference at York this November!

I'll be giving a paper but who knows -- maybe there will also be time for my one-man sock-puppet pantomime of Erskine May’s treatise on the law, privileges, proceedings and usage of Parliament!

As a reminder that you're never too old, on this day in 1827, Georges-Casimir Dessaulles was born. He was appointed to Canada's Senate at age 79 and served until his death at 102, believed to be the oldest parliamentarian in the world! (Side note: He's only recorded speaking twice in the Senate...)
