In many cases they are ideological constructions that were created during independence or decolonization periods. Trying to construct legal systems or constitutional systems that recognized local values, they drew on anthropological abstractions to make the case for local distinctiveness.

Liberalism tries to universalize and formalize these categorizations. But it only succeeds partly, because liberal societies include disagreements in the cultural domain. What you're quoting here is anthropological abstraction rather than a concrete description of how things operate in reality
