What size is the CRT and how much are you paying in shipping? I could see anything 13" and below being fairly affordable.

Side tangent, I once got Ubuntu 12.04 installed on a Pentium II 450MHz computer with like 512MB or 768MB of SDRAM. Nothing stopped me from installing Java / Minecraft, so I got it running at like 0 to 1 FPS.

3GHz Pentium 4 and 2GB of RAM?? I bet that thing RIPPED when it was running XP. You could probably open multiple tabs of Firefox and play a game at the same time!
