The only approach I think could work is if you identify your neighbor, knock on their door, tell them about their neighbors with breathing problems, and ask them politely to stop.

Anti-islanding is standard in microinverters, so that is not a problem. Other lesser code issues need to be clarified.

Let’s see. It depends a lot on rank. They were on “active duty” so it seems to range from $2,400 to $19,000 per month.
If it was an average of $10k x 200 for 41 days then $2.6 million in salary, plus food and lodging.

It's appropriate since the NYC Housing Authority did a similar "golden carrot" thing for efficient apartment-sized refrigerators 30 years ago.

But the point of the battery in the oven is to avoid a 240V circuit upgrade. Refrigerators don't have that problem.
