Plugin hybrids have larger batteries than traditional hybrids. Regen braking doesn’t recapture enough electricity to fully recharge the battery, hence the need to plug them in.

A Hybrid is a hybrid, and plugin hybrid is a plugin hubrid and an EV is an EV.
I am not aware of any hybrids, regular or plugin, that don’t have regenerative braking. Some older ones don’t, there is probably some basic hybrid or really low-end entry level model that doesn’t, but nearly all do.
