As the clip above and many others show to anyone not completely oblivious, he's appeared at high profile events not completely sober. I do look forward to the mainstream media covering this now that those with direct knowledge feel safe enough to dish.

I realized the whole point was that he didn't want to talk with Carney, or about Canada. Because Carney would completely master him with quiet eloquence and intelligence. So he wanted to use up all the time, all the air in the room, to talk about anything but Canada, or let Carney speak.
